Clayton Breaks Ground on Suburban Rail Loop East, Igniting Jobs and Connectivity

A new era of public transport and urban development has commenced in Melbourne’s south-east, with major construction officially underway on the Suburban Rail Loop (SRL) East station at Clayton. The project, a cornerstone of the Victorian Government’s ambitious infrastructure agenda, promises to reshape the region’s connectivity, create thousands of jobs, and deliver a significant boost to the local economy.

The Clayton site is being transformed into a hive of activity. Towering cranes and heavy-duty piling rigs now dominate the skyline, signalling the start of excavation for the new underground station and its seamless integration with the existing Clayton Station. This critical phase of construction sets the stage for a project that will ultimately deliver a 26-kilometre twin-tunnel rail line, connecting six new underground stations from Cheltenham to Box Hill.

A Hub of Opportunity and Growth

The new station at Clayton is set to become a transport ‘super hub’, linking the Cranbourne/Pakenham and Gippsland lines to the new orbital rail line. The project is also a significant driver of employment. The construction of SRL East is expected to generate up to 8,000 direct jobs, providing a substantial economic uplift for the region. Victorian Premier Jacinta Allan has championed the project, emphasising its transformative potential. “The Suburban Rail Loop delivers jobs, trains and homes – and you can see it all here in Clayton,” she recently stated. “SRL will slash travel times and deliver 70,000 more homes close to where you want to live, near public transport and good services.”

Engineering a Connected Future

The technical complexity of the SRL East project is immense. The 16-kilometre tunnelling package between Cheltenham and Glen Waverley, awarded to the Suburban Connect consortium, represents a significant feat of engineering. This consortium, a joint venture of renowned construction firms CPB Contractors, ACCIONA, and Ghella, brings a wealth of international experience in delivering large-scale tunnelling projects.

CIMIC Group Executive Chairman Juan Santamaria expressed his confidence in the consortium’s ability to deliver this landmark project. “CPB Contractors is an industry leader in the delivery of complex construction and brings decades of experience to this first major package of SRL East, providing critical transport connections for the city. We are pleased to be selected by the Victorian Government to construct this valuable piece of infrastructure, improving the lives of people across east and south east Melbourne.”

The project will see the deployment of multiple tunnel boring machines (TBMs) to excavate the twin tunnels deep beneath Melbourne’s suburbs. These state-of-the-art machines will work around the clock, carving out the path for the new rail line with minimal disruption to the surface above. The first of these TBMs is expected to be launched in 2026.

Data-Driven Development

The case for the SRL East is supported by compelling data. The project is estimated to cost between $30 billion and $34.5 billion and is projected to be operational by 2035. The new line will have the capacity to carry hundreds of thousands of passengers daily, significantly reducing congestion on Melbourne’s roads. It is anticipated that the SRL will take more than 600,000 car trips off the road every day.

The time savings for commuters will be substantial. For instance, a journey from the new Cheltenham station to Monash University will be reduced to just 10 minutes, a significant improvement on the current 50-minute trip by public transport. The project also aims to stimulate the development of ’20-minute neighbourhoods’, where residents have access to jobs, services, and amenities within a short walk from their homes.

Suburban Rail Loop Authority CEO, Frankie Carroll, highlighted the long-term vision for the project in a recent industry briefing. “SRL is a bold and ambitious investment, and we’re looking for a true partnership with contractors who will work with us to deliver excellence, innovation and vision.”
