Construction giant Kier has secured a landmark contract with the Department for Education to deliver an extensive campus redevelopment project at East Coast College in Great Yarmouth. The significant project, which will replace existing facilities with a state-of-the-art educational campus, forms part of the Government’s £1.5 billion Further Education Capital Transformation Fund. Construction is set to commence in summer 2025, marking a pivotal moment for educational infrastructure in the region.
Project Scope and Educational Facilities
The comprehensive redevelopment will establish a cutting-edge learning environment equipped with specialized facilities designed to address local skills gaps and expand educational opportunities. The new campus will feature a mock hospital ward for healthcare students, hair and beauty salon managed by students, advanced sports facilities, training kitchens and restaurants, a lecture hall, and digital learning suites.
This investment responds directly to the critical need for modernized further education infrastructure. East Coast College is among 16 colleges nationwide benefitting from the government’s transformation fund, which aims to significantly reduce the proportion of further education estates deemed not fit for purpose.
“East Coast College is a landmark project due to the scale of teaching facilities on offer… a campus that will benefit the local community and support students to achieve their full potential,” said Mark Dady, Managing Director of Kier Construction Eastern & Midlands.
Sustainability and Energy Efficiency
Sustainability stands at the core of the design philosophy. Photovoltaic (PV) panels will be installed to harness renewable energy, converting sunlight into electricity. This technology reduces dependency on fossil fuels and operational costs. Learn more about solar photovoltaic technology here.
Enhanced building envelope materials will improve thermal efficiency, reducing both heating and cooling energy demands, aligning with green construction trends.
Economic and Skills Impact
The redevelopment is a strategic investment in the region’s skills ecosystem. With state-of-the-art training environments, the college will launch new courses for both young students and adult learners—addressing workforce needs in healthcare, hospitality, digital technology, and more.
The project also responds to historical funding deficits: between 2010 and 2019, real-term funding per college student fell by 14%. Although the Autumn Budget 2024 announced a £300 million increase in funding, much of it offsets rising student enrollment rather than reversing past cuts.
Construction Timeline and Contract Details
The formal contract was signed on May 1, 2025. Construction begins in summer 2025 following a thorough planning process. Kier, with more than 260 educational builds completed in six years, will bring substantial experience to the table.
Educational Leadership Perspective
Paul Padda, Principal and CEO of East Coast College, called the development “a once-in-a-generation opportunity to create an exciting and vibrant community asset.”
The project is part of the final phase of the Further Education Capital Transformation Fund, which has allocated approximately £286 million to improve college estates and ensure fitness for purpose.
Regional Development Context
The East Coast College project complements the broader regeneration of Great Yarmouth. Notably, Willmott Dixon was recently appointed to lead the redevelopment of the North Quay site—a 10-acre property heralded as the area’s “most significant development opportunity in a generation.”
This clustering of strategic investments demonstrates a commitment to long-term regional growth by aligning education, employment, and infrastructure.
Industry Significance
For the construction industry, the project underscores how educational investment remains a vital public-sector priority. It also advances innovation through sustainability and long-term community value.
The Further Education Capital Transformation Fund and projects like this highlight future opportunities for firms with expertise in educational and low-carbon building design.
Looking Forward
As work begins, the East Coast College redevelopment stands as a beacon for education, sustainability, and economic renewal in the East of England. The project not only creates construction jobs now but will drive skills development for decades.
