San Antonio just raised the bar – literally – on highway infrastructure with a staggering new flyover that redefines engineering ambition and commuter convenience.
The Texas Department of Transportation completed the tallest flyover ramp in San Antonio on August 28, 2025. It’s part of the Loop 1604 North Expansion, a $1.4 billion initiative covering 23 miles of corridor upgrades aimed at reducing congestion and boosting mobility across North Bexar County. The ramp stands 128 feet tall – about the height of a 12- to 13-story building – and stretches 1.51 miles. It links westbound Loop 1604 directly to eastbound I-10.

 

Engineering Specifications

This super-tall structure formed one component of a five-level “Texas stack” interchange. It used 10.8 million pounds of structural steel and more than 35,000 cubic yards of concrete. The flyover’s massive build ensures safe elevation change for heavy vehicles while easing merging conflicts beneath. Its design eliminates the outdated 1980s cloverleaf layout in favor of direct connectors and roundabout-style “fidget spinner” access roads.


Strategic Traffic and Safety Gains

This new ramp trims delays and improves safety across one of the region’s most congested junctions. It is the third flyover to open under this expansion; two more are slated to launch by year-end, with the full interchange scheduled for completion in 2027 and the larger corridor by 2028. Authorities forecast travel time reductions of up to 80 minutes once all improvements are online.

 

Leadership and Industry Insight

District Engineer Charles Benavidez delivered the official unveiling and stated, “Once this direct connector opens up, we’re going to see an immense improvement to the traffic… It’s going to bypass all the rest of the work that we have going underneath this interchange.” Jaime Aguilar, vice-president and area manager at STV – the project’s CEI consultant – added, “This is a significant step forward in alleviating congestion and improving mobility along one of the state’s most traveled corridors. The interchange will support TxDOT’s safety goals, increase pedestrian access for our community and reduce conflict points for drivers.”

 

Scope and Phasing

The Loop 1604 North Expansion spans six segments. Segment 2, which includes the I-10/Loop 1604 interchange, began in mid-2022 and is expected to finish by 2027. Three of its flyover ramps will be completed by late 2025. Segment 3 (I-10 to US 281) is running at 82 percent completion and is scheduled to wrap by mid-2026. Segment 4 (US 281 to Redland Road) started in April 2024 and aims to finish in late 2027. Segment 5 launched in March 2025, targeting completion in 2028. Segment 6, originally set to begin in 2028, has been accelerated to start in late 2025.

 

Project Benefits and Regional Impact

Once complete, the project will expand Loop 1604 from four to ten general-purpose lanes and include one high-occupancy vehicle (HOV) lane per direction. It will incorporate modern roadway design, foster pedestrian and bicycle access, and integrate continuous sidewalks and multimodal features. Travel times stand to drop up to 76 percent, particularly along Segment 2.

 

Community Coordination and Mitigation

TxDOT managed closures carefully, working with local businesses and scheduling nighttime closures to reduce disruption. Senator José Menéndez noted public concern and said he would push for better coordination in managing business-impacting construction in future projects. The agency responded with planned timing and increased traffic control during high-disruption phases.
